Github action to launch escrows

## Description
Create a github action to periodically launch escrows based on campaign parameters.


## Implementation Details

- Create a new repository.
- It should be executed every day.
- Pass campaign configuration as action parameters. These can be changed at any time.
- Get the private key from github secrets.
