Sending fleets from another factions market doesnt seem to cost the player...?

So pressing X or going into special functions allows sending fleets... and they can be sent from an ally's market. But it seems that it costs the player literally nothing, allowing you to... send like 1,5 mil worth of invasion/defense/blockade fleets without actually paying anything.
