Powdered snow freeze effect not disappearing from screen

Issue description

When you are wearing any leather armour and you equip an armour cosmetic, the on-screen freeze effect will remain permanently until you remove the armour and walk back through the powdered snow, or relog.

Steps to reproduce

1. Equip a piece of leather armour
2. Equip an armour overlay cosmetic
3. Walk into powdered snow until you see the on-screen effect
4. Walk out of the powdered snow and note it not disappearing

Issue priority

Low (slightly annoying)
