New Feature: check internet connection when state and district list's spinner is clicked. . #70

- In this app, you will find many sections where all the States' and Districts' list are fetching from an API (
Cowin Public API) when user click it. - As It is fetching with the help of the internet, therefore, we need to make sure that when users will click the pop-up menu the internet connection should be activated. and If not then please show the dialog box.

The UI already exists there in the app. Just use it.
