Gradle File Cleanup

**Description**
There is a bit of redundancy in the gradle projects for the libraries.

**Proposal**
Clean up the gradle files. For example, stop configuring quality gates individually for each module. The quality gates should be the same everywhere so this makes sense to manage it in a central place.
