Further Explain the Project's Purpose/Goals/Mission

I just found this repository via Code for America which is something I'd like to get more involved in.

I think I see what this repo is about from browsing the code (I'll admit I've never written a rails app), but I suggest adding a description of what this is to the readme so newbies like myself can grasp the goals here. It might lead to more contributions.

Maybe we can use this issue to flesh out the purpose? From what I gather, we're trying to create an accessible, HTTP API that clients can use to access open information and data about the city of Madison.

It's a start ... (???)
