I has problems, when I use reinforcement method, I can not get the given acc which is about 56%

when I use reinforcement method, I can not get the given acc which is about 56%.
I don't modified any codes, just run the given codes using tensorflow=1.0 and 1.13.
must I use the tensorflow=1.1-1.3 ?
