(Angular) Empty Drawer "Actions" footer appears on second open

Expected Behaviour

When the Drawer Actions are empty the "Actions" footer should never appear.

Actual Behaviour

On the first time opening the Drawer the Actions footer is empty and does not appear. However on the second and further times opening the Drawer the Actions footer is visible (though empty).

This is not an issue for the React version of the components.

I replicated this issue using the sample PR for bugs/2873.

Replication Steps

1. Create a test page.
2. Add a Drawer with content.
3. Do not add actions.

Opening the drawer: the Drawer footer will not appear.
Close the drawer,
Open the drawer: the Action footer will appear.

I believe this is similar to something that came up in PushDrawer. The Actions div slot must be conditionally rendered by wrapping it in an @if like this snippet from the PushDrawer template:
