Add “Report a bug” and “Request a feature” links to workspace side menu secondary menu

Summary
Add two GitHub issue template links to the secondary menu area of the Workspace Side Menu on the design system website to make it easier for users to report issues and request enhancements. And "Release notes" link icon adjustments

Scope

• Add both links to the secondary menu area in the Workspace Side Menu (docs site).
• Open links in a new tab/window.

Acceptance criteria

• Secondary menu shows:
  • “Report a bug”
  • “Request a feature”
• Add "external link" trailing icon to the "Release notes" as a trailing icon
• Add "Bell" leading icon to "Release notes"
• Clicking each link opens the correct GitHub issue template URL.
• Links open in a new tab/window and do not break site navigation.
• Link labels are accessible (keyboard focus, clear link text).
