OS patch fails due to apt repo changes

OSConfig agent runs a patch job by:

1. running apt-get update
2. running apt-get upgrade -y

If one of the apt repos release file changed, apt update fails, eg:

"E: Repository 'https://packages.cloud.google.com/apt gcsfuse-focal InRelease' changed its 'Origin' value from 'gcsfuse-jessie' to 'namespaces/gcs-fuse-prod/repositories/gcsfuse-focal'

OSConfig Patch job fails at this point due to failed apt update

It's not possible at the moment to supply additional conf params to OSConfig agent to use a custom command like 'apt update --allow-releaseinfo-change'.
