[Bug]: Google Ads template is failing due to v19 sunset

What happened?

Hi,

We currently use the Google Ads Template

This has been failing since this morning with the following error:

Error message from worker: org.apache.beam.sdk.util.UserCodeException: java.io.IOException: com.google.ads.googleads.v19.errors.GoogleAdsException: errors { error_code { request_error: UNSUPPORTED_VERSION } message: "Version v19 is deprecated. Requests to this version will be blocked." }
Could someone please look at upgrading this to v23

Opened apache/beam#37620 to fix on Beam side.

1. Beam side is fixed and should be in the 2.72 release being cut tomorrow.
2. Opened update googleads template to v23 #3344 to fix on template side, but will need to wait until the beam release is fully rolled out.
