Const member variables break in various ways

There is a bug lodged at https://issues.dlang.org/show_bug.cgi?id=18840 for one of the cases - static foreach over Type.tupleof breaks down for const member variables.

Type construction also fails. Will probably have to copy each field manually instead of relying on postblit to clear an object.
