detect missing from jalist #13
Description
- detect when entire jalist has been scanned
- get list of all groups that occur in jalist
- find all snitches that are missing from jalist
- if the missing snitch's group occurs in another jalist snitch, mark as gone
- otherwise mark as "lost access"
