make sure every claim is clickable

If a claim is fully overlapped by another claim, it can't be clicked.
Right now, this is handled by sorting them manually in claims.json
so that the large claims are at the top and get rendered before/below the smaller ones.
Maybe this could be automated using the polygon area.
