ARM64 version

Hi GiantVM team,

I have been working on a proof-of-concept version for ARM64. There is a lot of work to be done, including modeling PSCI correctly in userspace instead of kernel-only, investigating time synchronization, and fixing a race condition with interrupts.

But if you would like to check out the work, it is here: https://github.com/fizzgig64/qemu This version has an interrupt race condition so it will not always reliably boot.

Feel free to take whatever you want from that repo, no need to cite / etc. I also have a semi-working version of the DSM for ARM64: https://github.com/fizzgig64/linux-stable on the 5.9.y branch with the Raspberry Pi 4 patches applied.
