With the latest release, the package name has changed from fc to fractional-cover, but the release files were uploaded to the /fc directory at https://packages.dea.ga.gov.au/.
As I can tell, makes it impossible to install 1.3.10 from that package repo.
I think this should be pushed as a package to PyPI, AFAIK there's no reason not to, there were just somewhat scaredy developers 8 years ago that never did it.
Unfortunately, the current packages aren't quite compatible with PyPI package specs at the moment, so that will need sorting out.

I think the name change is great, fc is already taken on PyPI.
FYI @mpaget who just got caught out with this.
