lgd-pubby-web: Missing LGD namespaces; Use or implement support for providing custom pubby config.ttl

Namespaces are shown with a '?' because unsurprisingly the LGD namespaces are not part of the lgd-pubby-web docker image.
Either a custom template needs to be provided or support for further env vars needs to be added.

In any case, the env substitution in the startup script is hard coded for only a few constants which is sub optimal.
