[Feat]: Delete Expense 

### Background
We have a expense created by any user before, now user can delete expense.

### What need to be done?
Allow user to delete an expense. 
Note: We have to carefully update settlement table accordingly.

### Detailed explaination
Implementor can add details according to their understanding. We also keep updating issues as we progress.
