Implement put order to CEX (Bitget) for Vendor #70
Description
By checking the delta info and notice to margin data, Vendor system should do:
- when DeltaShort[i] > threshold[i] then buy DeltaShort[i],
- when DeltaLong[i] > threshold[i] then sell DeltaLong[i],
