Investigate Collateral Routing for Supplier (Binance)

Supplier (AP) will dynamically request more collateral whenever it needs to rebalance its inventory, i.e. send orders to CEX (or later DEX). The routing needs to only happen periodically so that Supplier has some cash to trade for assets. Supplier can use on-chain Delta as proof of necessity, however we might want to route bigger amount of collateral all at once.

NOTE We can define routing table on-chain.
