Adding Bayesian Meta Optimization for hyper parameters #180

Hi Japonicus,
Have you thought of implementing meta optimization for GA parameters? It doesn't seem too difficult to incorporate and might even give us better GA parameters to find the best solution.
I'm sure you've come across this and wondering what your thoughts about it and if you see it would improve the tool's functionality
