User Story
In order to respond to OIG Data.gov documentation request item #5, the Data.gov team wants to create/develop/compile the last three monthly SLA reports.

If formal monthly SLA reports do not currently exist, this ticket should also address:
- What SLA metrics are or should be currently tracked
- What reporting exists today and what tools do we have
- Creating retroactive reports from available data if formal reports don't exist
- automate future reports
