Present new Data.gov catalog and harvester to CDO Council

Parent Issue: Transition catalog-beta.data.gov to production catalog.data.gov

User Story

In order to build awareness and advocacy for the modernized Data.gov catalog ahead of the
production transition, the Data.gov PM wants to present the new site and harvester improvements
to the CDO Council so they understand the benefits, feel confident championing the platform
within their agencies, and are prepared for the upcoming cutover.

Background

A 10-slide presentation deck has already been created (NewDataGov_CDO_Briefing.pptx) that
covers:

1. Why we modernized (aging CKAN, harvester reliability, UX gaps)
2. The five key improvements: faster performance, greater stability, better harvester,
   UX improvements, and elimination of duplicate harvesting
3. Deep dive on Harvester 2.0
4. What this means for CDOs and their agencies
5. Three actions: try the catalog, check harvest sources, spread the word
