[RESUB] Update Resubmission Tag Logic to Use resubmission_status

Currently, the logic in build_resub_tag_map determines resubmission tags based primarily on version numbers.

This worked previously when version numbers were the only reliable indicator for identifying tags such as Most Recent and Resubmitted. We need to decide if we want the tags to pull from status, version or both.
