observer.log and server.log always created when using helics-cli

Even when using helios-cli to run a federation with using the web interface, observer.log and server.log files are created. To prevent file system clutter, it seems like these files should only be created when the appropriate features are instantiated.

I think this is fixed in the latest version?

Either that or I fixed it but didn’t commit the files. I’ll check on it in a few hours.
