Could you add a mode to send packets that can be read by this plugin.

It's the one that is present on the Hermitcraft server and which most servers use.
However, the paired mod isn't as good as this one since it only allows editing numerical values.
/data isn't readily available on SMP servers, and the datapack isn't used that often anymore either.
Since the server is Paper, we can't use the fabric mod server side.
