[Bug]: Twilio messenger doesn't send passwordless login messages

What happened?

i configured the messenger using a service. using the service testing in twilio successfully sends the sms. the api call that initiates the passwordless flow returns success and gives me a code but the sms doesn't arrive.

Testing the messenger fails too even if i copy the network call and run it as a curl adding the testNumber which the form on the messenger edit page doeesnt add to the payload.

when i was using the v1.5 this test sms arrived and said that the configuration was correct. are there any api permissions required other than post on /api/passwordless/start and /api/messenger

i am sending this in Austria to austrian phone numbers.
