Log RPC messages

We want to actually log all RPC messages going to keystone built-in modules or any proxied modules using caplog. Because all RPC calls involve two stages, the initial call with parameters, followed by a result once it is resolved, it's not clear how or even if we should be logging the result value. This must log both the instance_id and the module_id.
