BUG: scratchpad autostart doesn't respect scratchpad_minwidth

if you start and scratchpad autostarts, the scratchpad doesn't die even if it doesn't have enough room as specified by scratchpad_minwidth. resizing the window even a bit will cause the window to die.

presumably the check that the window has enough room isn't fired out autostart or someth i dunno

more generally, asking the scratchpad to open when there isn't enough room still lets it open. Then resizing the window causes the window to close cause there's not enough room. Honestly I dunno what a good solin could look like ngl.
