Modify README.md to include a tabel of contents

This should be a really simple PR to make.

Modify the README.md file, which is in the root of the project, to include a tabel of contents, so new users could better find what they need in it. Then we could expand the README with more detailed instructions on how to build and use the emulator, but that will be a separate issue.

Not the best place to ask this, but while browsing through your project I've encountered some typos in README.md and CONTRIBUTING.md that I would like to address. Which of the following is the preferred way to go about this?

1. Pull request without opening an issue.
2. Opening one issue for all the typos.
3. Opening one issue per file with typos.
4. Opening one issue per individual typo.
