Add park detection variations

could make an option to trigger with different methods:

• immediately
• after exact time
• after random time in range
• when door opens
• when door opens or after certain time (maybe this should just be the forced choice?)

Should do:

• when door opens while stopped trigger park immediately
• when we detect seatbelt removal from common seatbelt scripts while stopped trigger immediately
• otherwise wait a random amount of time (~1.5 - ~5s)

I think it's fine to force this, maybe we can have a per-server config option to use random timing or not, and whether to use seatbelt or not. I think should always trigger on door open.
