FWSS GA Contract Upgrade

This is a tracking issue for work items that need to be completed before we can update the FWSS contract for GA. This should involve a change to the FWSS contract without needing to deploy a new proxy (i.e., this is non-breaking changes):

• Modify rail rate at piecesAdded time, not nextProvingPeriod #350
• validatePayerFunds for piecesAdded #351
• fix: cleanup piece metadata on scheduled removals #343
• Debt Handling and Payment Failure Policy Design #31
  • We want to confirm that this doesn't illuminate more work
• fix(fwss)!: require rail settlement before dataset deletion #377
• terminateService and terminateCDNService revert if CDN rails already terminated externally #383
• feat: ProviderIdSet #386

Note:

We will have to deploy a new view contract with the changes in #372, and we´d need to setViewContract(newViewAddress) on FWSS to activate this. (Ref: #372 (comment))

This can be done independently of the upgrade, but this was the most useful place to write it down so we remember it

Added also #386 to the list of dependencies before the upgrade can happen. This is needed for the Endorsement Certificates Msig.
