Fix build to publish from FigureTechnologies dockerhub

Moved from Provenance to FigureTechnologies repo probably requires changes to the github actions for dockerhub publishing

Problem Definition

With the organization change, we no longer should be attempting to publish to provenance dockerhub. Use figuretechnologies instead

Proposal

Setup CI/CD to work with figuretechnologies dockerhub and publish to new org
