Add headless runner for karma tests

karma-chrome-launcher and karma-firefox-launcher requires Chrome and Firefox to be installed to run tests so they can not be run on a CI server which doesn't have browsers installed.
We can use karma-phantomjs-launcher to run 'headless' tests.
