Task dependencies

Tasks should be able to depend on one another. Tasks will not be eligible to claim until their dependencies are complete.

My thoughts on solving this was to not insert a task into the queue until all of the dependencies have been met.

Once that happens, it will be added to the queue the next time the scanners runs.
