sv2v not found on path

[Sector14]

If sv2v is not found on the path, the seed job will fail due to lack of build.srcs.meta

• Add sanity check for sv2v.
• Errors from rmake should be exposed to the seed job console log or otherwise logged.
• Settings entry for path to sv2v binary.
