missing implementation of Bdisp_DrawLineVRAM in khicas_stub.cpp

This is called for horizontal or vertical lines in the console code, where a fast and easy implementation can be done.
For a general implementation (non horizontal/vertical lines and dotted lines as well), draw_line code from kmisc.cc may be used.
