.ci/github: Update asyn and everything

Update the runners, stolen from asyn
  - Ubuntu 20.04 is now longer available, use latest
  - Update asyn to R4-45, where TIRP is optional
  - install libtirpc-dev
  - install libreadline-dev (unrelated, good to have)
  - Use actions/checkout@v4
