Add SO_BINDTODEVICE socket attribute

Add an XCM socket attribute mapping to SO_BINDTODEVICE on the BSD socket level.

This option should be available on all IP-based transports, but probably shouldn't be hosted under the "ip." namespace, since there nothing preventing a future non-IP-based transport to support this option.
