Right now, users can get around the Max allowed submissions for Material Requests by switching the URL they are using to a different library that has a higher max set. The material requests will still get made for the users home library, but the max will be based on a different library. It's a loophole users can use to get around the max.
The max setting is found in, Aspen Administration > Primary Configuration > Library Systems > (Library) > Materials Request > Max Active Requests
