The Manage Material Requests view appears to load requests based on the user who submitted its home library.
However, the Dashboard counts of Material Requests looks to base the count on the libraryID the request was made for.
These two should be in sync and based off of the same thing so the counts do not differ from what you see when you view all requests in the manager.
