The Material Requests limit are set in,
Aspen Administration > Primary Configuration > Library Systems > click into your system > scroll down to Materials Requests
This can be done per library system. There is a max open request field so you can limit the amount of requests by a user.
However, a patron using their own library URL can change the URL to another library system in the consortium that may have a higher cap set and use the limits of that system, but still have the requested item go to their home library effectively bypassing the home libraries max allowance.
