I've switched to Mac Mode using Fn+S. It should correspond to Layer2. Then, I configured the right space to Space Fn3, so that I can use F keys without switching to the layer.
However, the behavior of the F keys is not as expected. Although I've set the system setting to use all F1... keys as standard function keys, pressing right space + 1 still performs the action for display brightness decrement.
Then, I switched to Win Mode using Fn + A, which should correspond to Layer0. I configured the right space to Space Fn1, and now right space + 1 performs as F1.
After switching back to Mac Mode, I configured the right space to Space Fn1 as a replacement. However, right space + 1 only performs the action for "1". It seems that the layers are not event transitioning.
I have no idea how the layers are setup and which layer I'm working with.
