the mirrordoc already partially covers this but having an explicit doc to just link people to for this & elaborate on the pitfalls of it better would probably be really good to have. rules-based design is probably the singular worst problem all of space station suffers from, and there are absolutely a myriad of important things & mitigation strategies to cover with it.
should cover stuff like: how it mentally affects players, how it runs counter to the fundamentals of the game's emergent gameplay, how it causes players to become more toxic (i.e blaming others instead of the game,) and how it encourages design brain-drain (i.e patching up things with half-measures that dont work and serve to restrict the sandbox for basically no gain because the rule is still there)
