Fail immediately and log when target Concourse is not already logged in

If you aren't logged into the target, all the tests fail and buried in all the red output is an error that you aren't logged in. It would be nice if the whole suite asserted that you are logged in first before trying any tests to give clearer feedback on what is wrong.
