Unable to track govs without data

1. login
2. Lookup city w/o data
3. Click "Sign up for alerts..."
4. Taken to signup or login dialog (expectation: just follow the city, since we're already logged in)
5. Click login anyway
6. Receive link & follow it
7. Return to search and navigate back to city
8. Goto 3
