Agency Dashboard - Allow summer interns to enter catch report data

Related to #313.

Need to have interns be able to enter catch reports. Each intern requires his/her own username and password and then the ability to enter a report that tied specifically to a fisherman's profile and not their's.

Retain login info though for quality control on data entry by his/her fisheries manager supervisor.
