API requested pause is not treated in AC ISO15118-2 usecase #1682

Describe the bug
Calling everest_api/evse_manager/cmd/pause_charging from an API endpoint during an ongoing AC ISO15118-2 charging session does not actually pause the session.

To Reproduce
Issue an pause_charging command over API endpoint during an ongoing AC ISO15118-2 charging session. The ChargingStatusRes->AC_EVSEStatus->EVSENotification should be "StopCharging" after this event, but it is not and charging continues, as EV is not notified that EVSE wants to stop the charge. ISO15118-2 standard specifies that during normal operation the value is "None".
