GeoCohortMap - fix z-fighting when we have extruded polygons overlapping with 0 elevation factor #83
Description
Problem:
When we have overlapping FSA and postal codes polygons with 0 elevation in extruded mode, we see weird shapes on the map. Looked into polygonOffset but that seems based on dealing with polygons from different layers. Our case includes polygons from the same layer.
