Paymi - Slack slash command to perform point transaction false positive tagging

Progressing on top of https://github.com/EQWorks/paymi-report-jobs/issues/48, and the foundation of #100, we want to provide a Slack slash command, for instance:

/paymi tag fp <pt_id 1>,<pt_id 2>,...,<pt_id N>

Where each <pt_id X> is a point transaction ID found in the monthly false positive report generated and delivered to Slack

This is going to cover step 3 of the monthly process:

1. Generating false positive report (in place)
2. Manual tagging of false positive point transactions by the finance team (WIP to use our TMS model to assist with this process https://github.com/EQWorks/paymi-report-jobs/issues/48)
3. Manual DB update to tag the point transactions as false positives
4. Generate monthly invoices (where the false positives would be plucked out)
